Annual Goals

This report lists the annual improvement goals reported to ESE in the educator preparation program provider’s state annual report. Providers may report up to three goals for the upcoming year and are asked to report on progress made toward the prior year’s goals. Annual goals are reported in May of the academic year listed.

Data last updated May 14, 2026.

Annual Goals - 2024
Goal #1 CES Licensure Programs will review existing policies and practices to center equity. Through this process we will update the Student Policy Guide as well as develop new channels for communicating policies to students and faculty, including creating resources for our learning management system. As part of this process program staff, along with faculty, are engaged in a course on Equity Centered Pedagogy that will inform revisions to courses and program policies. We are reflecting on how to transform our program by developing competencies in building belonging, radical visioning, and storytelling.
Goal #2 CES Licensure Programs are currently updating curriculum in our Moderate Disabilities (PreK-8) and Administrator License Programs to fully implement and align with recent DESE updates. For Moderate Disabilities (PreK-8) we are focused on the Early Literacy Program Approval Criteria. For Administrator Licenses we are focused on finalizing the integration of the updated Guidelines for the Preparation of Administrative Leaders across coursework and performance assessments.
Goal #3 CES Licensure Programs will focus on solidifying the new co-management structure our department has recently adopted . We will be formalizing systems in data, project management, and team evaluation. These systems may support the acceptance of distributed leadership structures in more departments within our organization. Our aim is to be a model for other teams within CES to work toward dismantling systems of hierarchy and putting equity into practice.

Annual Goals - 2023
Goal #1 We are in the first cohort of programs to be reviewed under the new Program Approval Guidelines and process in 2024-2025. As such, one of our major goals is to assess and revise our data collection processes in alignment with the new Guidelines and prioritize data collection in anticipation of our Program Review.
Goal #2 In 2023-2024, we are seeing a greater need for district partnerships for licensure, particularly district-embedded cohort programs, and specifically programs that focus on recruiting and supporting more people of color to earn their Provisional and Initial license. Because of the complexity of these programs, they need individualized attention and coordination. Due to this increased need, our goal is to create a new position in our program to coordinate, foster and guide these partnership cohort programs.
Goal #3 Over the past three years, because of the pandemic and a corresponding shift to doing much of our administrative work digitally, we will revise our records retention policy in accordance with current DESE guidance, Program Review Guidelines, current practice, our internal digital record keeping platforms and systems, and the requirements of our extended campus partner, Fitchburg State University.

Annual Goals - 2022
Goal #1 Work with Administrators in our Department of Youth Services Education Initiative to design a licensure cohort program to meet the needs of their Emergency and Provisionally licensed educators. Our goal is to seek out funding to support this cohort model for the coming year. These educators have unique needs that we can meet with our program content and format.
Goal #2 Work with our Administrative Leadership program staff and faculty to revise field-based experiences and program curriculum to meet the new Anti-racist Administrative Leadership Guidelines.
Goal #3 Conduct a needs assessment and feasibility study to explore the possibility of adding a Digital Literacy & Computer Science license program to our current offerings.
